I had GTE check our PRI circuit performance since Livingston told me the
receive level should be "+2db to -7db" instead of what it is "-7.5db to
-12.5db". While Mr. GTE was looking at it he told me the Padding Level was
set to 10, which seemed very high to him. He lowered it, but has soon as he
did none of our ISDN customers could connect to the PM3. Analog modem
dialers seemed to be unaffected. I had him move it back to 10, and ISDN
callers could get back in.

So much for trying to tweak that.

It still didn't do anything to explain to me why Lucent says our receive
level is lower than it optimally should be. GTE didn't give me any
explanations on that one, but the funny thing was they also didn't confirm
or deny the validity of Lucent's statement.
