We had this exactly same configuration at a site and performance was
crappy as well. We moved over to PRI and it has worked a lot better -
comparable to our other sites.

We had the digital pad set to 0dB on this. You might want to try
different padding levels. Also the padding level appears to be different
from switch to switch (i.e. 3dB on a 5ESS <> 3dB on a dms100).

We're probably going to sweat out the current mess and wait for the
next modem release. We'll probably be going to another vendor if things
don't improve on that end.
