(PM) Dialup problem

I have a customer who I have been working with for some time now. He has 2
computers, running Windows 98, 3Com Ethernet cards with a Microsoft Network,
and a USRobotics modem on one of them. According to him, if the network is
working, he cannot connect to the Internet, or if the network is not
working, he can connect to the Internet. We have went over every setting I
can possibly think of, verified the correct protocols are installed in
Network properties, and reinstalled Dial Up Networking, Dial Up Adaptor, and
TCP/IP numerous times (The two computers are using NetBEUI to connect
between one another). It still refuses to connect. If I telnet into my PM3
when he is dialing in, he gets as far as PPP Connecting and then it just
drops off. He has not specified an IP address, and is not attempting to pass
the Internet between the two computers. I am boggled. Anyone else ever deal
with something like this?
