If you issue a "set user-netmask on" then the 255.255.255.0 netmask will be
active and you'll route 255 IP address to that user and routing tends to go
"KA-BOOM!" Of User-Netmask is set to off then the netmask is ignored and
255.255.255.255 is used regardless of what is in the entry
