Hmm, this does seem to support your theory regarding BT muxing you.
Having dealt with BT Carrier Services and knowing how SS7 interconnects
work, I still think it is unlikely that this is occuring at the point of
interconnect (although I wouldn't completely dismiss it).

Get Telewest to check any switches that calls have to pass through to get
to your PRI and make sure that they are passing the full 64kbps data
channel through. I know that there are switches in the Telewest network
that don't do ISDN in quite the same way as everyone else (from bitter
experience), so it wouldn't surprise me if your were being muxed at some
point in the telewest network.

If you don't have any joy with your own account manager or the normal
faults desk, you should try Telewest Carrier Services (who now have two
account managers who specialise in ISPs now apparently).

Rural customers will get worse connections because their beeps and
squeeks have to pass over more miles of copper.

If you want to build a more complete picture without hassling your
customers, you can use your RADIUS account logs along with the Oftel
number database:

http://www.oftel.gov.uk/numbers/codelist.zip

The sabc_de.txt files has a complete breakdown of which Licenced Operators
have which numbers.

Let me know how you get on.
