We had many problems with our T1s, and after spending some time
on the phone with Livingston's tech support, they recommend that
the receive levels be between +2dB to -7.5dB. The Telco is the
one responsible for signal strength - and we had to have our lines
totally re-engineered for the levels to get that high. Once
they got up there to that range (they were measuring at -15db to
-22db, and less than -22db), the problems slowly went away.
