Radius only tells the Portmaster what to do. The portmaster cannot
limit transfer rates. So what you want is not possible.

It seems to me that a Cisco would be able to do what you want, it
has traffic shaping and rate-limiting, but I do not know if you can
use Radius to influence that on a per-connection basis.
