(PMOD) Continuous retrain

Here is one I've never seen before: My connection just went into
continuous retrain mode. It does a retrain - sends a couple packets -
retrains again. In the last 5 minutes or so its done over 100 retrains.
Only 5 Renegotiations. The line errors are all zero. My connection just
got disconnected. There must be a max number of retrains.
