(PMOD) 3.8.2c2 ALMOST removed from our servers

FYI,

We had a sudden rash of calls regarding having to dial in multiple times
before getting connected, or getting connected and not being able to do
anything with the connection, after we upgraded to 3.8.2c2 from 3.8.2. We
were ready to go back to 3.8.2 when we discovered that the modems on one of
the cards in a PM3 early in the hunt group had taken around 6 times the
number of calls as the other modems. We observed the modems for a while and
watched countless people hit the modems and either drop before the modem
reaches the ACTIVE state, or reach the ACTIVE state but get dropped shortly
afterword. Resetting the card via "mdp reset c#" appears to have fixed the
problem. The modems on that card appear to be behaving now.
All of the cards use the LU1674 chipset.
