With all this speedup vs. slowdown chatter I decided to generate some
actual data. So I did a before/after comparison, eliminating as many
sessions as possible that might introduce a bias. As much as possible
I wanted sessions by the same users spanning short enough times so few
user-end changes should be involved, and I wanted only sessions long
enough to be meaningful. So ...

For each of two time periods of a couple days each, one before
upgrading from 3.8.2 to 3.8.2c2 and one after, I took the radius
detail records and
- eliminated all sessions less than 6 minutes long
- eliminated all sessions of users who were not on during both
time periods

This left 10,157 sessions being by users who straddled the upgrade.
The average connect / disconnect speeds came out

Before: 5103 sessions 33682 / 32709
After: 5054 sessions 33178 / 32264 - worse / worse

If I eliminate all sessions less than 30 minutes long, I'm left with
3175 sessions with average connect / disconnect speeds

Before: 1570 sessions 32485 / 31401
After: 1605 sessions 32554 / 31476 - better / better

I'd have to say I'm not seeing much evidence for a slowdown or a
speedup here, on average. There are some individual users whose
connection speeds have changed, some for the worse and some for the
better.
