(PMOD) Clayton modem

I have a user, Clayton, who is getting terrible connection speeds. The most
he ever gets is 28,000, but says he does better through other ISPs.

When I check his connect speeds on my PM3 he is usually connecting at 7,200,
or sometimes 9,600. Here are ATi responses I requested from him.

Any help?
