Welp, it's a fun thing with ATI's. Most modems follow some sort of pattern,
but some modems will give you pages of info with an ATI, and some won't. This
is the joy of modems. Anyways, generally:
ATI0 = modem product code
"3 = modem firmware version
"6 = hardware info or link diagnostics
"7 = configuration screen (3Com/USR only)
"11 = specific information about modem operation
ATY11 = gives diagnostics for 3Com/USR modems.

Have you been trying the commas at all? A couple of things to try:
a) Remove init and try steadily adding commas up to 6. Record connect speeds
and remember if any of them helped.
b) Do the same thing with the init string in there.
c) Make sure that "Only connect at this speed" is NOT set in the Modem
Control Panel (under the 115k).
d) You could play around with FIFO buffers, although to be honest, I've had
no luck with them (due to inexperience only).
e) Have him do a line test on his phone line to see if he is even capable of
getting better connection speeds. Does he get better speed on any analog
lines that you have? Send him to this page for the line test (actually,
you'll want to rip the page and use your address, since we don't care to tech
support your users ;)

You could also send the line test to the list or to me and I could check it
over. There are instructions for it somewhere - I don't remember where I
printed my copy from.
Hope this helps.
