(PMOD) Wierd Tone

Has anyone had a problem where users dial in and their modem just emits
a high pitch tone. No negotiation at all. I get if myself, and many
users complain of it. You can hit cancel and then redial 2 or 3 times
and then you get normal handshaking. We are running ComOs 3.8.2c2 with
CT1's. No errors on the ct1's This high pitch tone will continue for a
minute or so before windows gives an error.
