I have to agree with Conrad. I'm not aware of any telephone switching system
that
will send a customer a call or an indication of a call when the customer is
not
provisioned with call waiting unless she has some sort of multiline PBX.

Smack her around and call her an idiot ;-). Unless she has call waiting,
there is no way a modem can detect another call coming through. That's
it. Call waiting is needed, nothing else will do it.
