Sort of, if you mean when Windows picks a bps rate that doesn't match the
modem or port rate, because the rate is missing from the .inf file.

When OT/PPP (Apple's PPP, as opposed to freePPP) connects, it tries to
look up the modem connect speed in the modem script (CCL) file. If it
doesn't find that rate -- for example, when a 56k modem connects at 44000
and the CCL file only goes up to 33600 -- it reports "Communicating at an
Unknown Rate" and hangs up. Pretty silly, but I didn't write the
software :)

The fix is to get the right CCL file or (better) install FreePPP 2.6.2,
available from http://www.rockstar.com/ or http://www.download.com/
