This guy sent me an email saying he found the problem. I don't know why he
just now tried this after a month of troubleshooting but he put the modem
in another computer and it worked fine. He seems to think the ISA slots in
his computer are causing the problem. I still don't understand if this
really is the cause why it would connect to a USR Total Control and not a PM3.

Here's a strange problem I haven't heard anyone mention yet.
I had a customer (with Windows 95 or 98) call in last month with a problem
where he would dial in, hear the modems start talking and then an error
message came up and said "could not load DSP code". He called me about 4
weeks ago with a US Robotics modem labeled as an IBM modem. I told him it
was obviously a bad modem or modem driver. So he called in the problem to
the modem or computer manufacturer and they sent him a new modem.
Well, this guy called back today and said he had a replacement modem and
he reloaded Windows from scratch and installed the modem driver. The modem
did the same thing - "could not load DSP code". I had him dial in with
HyperTerminal while I talked to him on his cell phone. It immediately
disconnected when he dialed into our PM3. Our PM3s are running either
3.8.2c2 or 3.8. He said it worked if he dialed the test numbers in
HyperTerminal or his modem manufacturer's test line. Test numbers not
related to us. Well, we purchased a Total Control unit last month after
getting really sick and tired of dealing modem problems on the PM3s and not
having any alternatives for customers to dial into - like a competitor of
ours does. So I gave this guy the phone number for the Total Control unit
and it connected the first time and worked perfect.
Anyone have any thoughts on why a modem would say "could not load DSP
code" because he's dialing into a PM3? He tried ComOS 3.8 and 3.8.2 and
neither seemed to make a difference. This customer is supposed to be
sending me the ATI info for this modem soon. All I know about the modem so
far is it's called an IBM ISA V90 modem. The ATI info mentions US Robotics.
