The dial tone isn't necessary to send commands to the modem, so you
probably are sending the wrong codes to the modem. That is usually=20
what happens then, the modem will refuse to dial.

I don't have the modem codes for the supra so I can't help you, but=20
you need to look into the AT codes for that particular modem.

ATX3 will usually disable the dialtone checking which will allow the
modem to dial out even if there is no dialtone, though, so you
probably want to include that in any custom init strings.
