The ATI commands show that this modem is an X2 modem not flashed to V.90.
That explains the 31,200 connect you're seeing. That also explains why
the suggestion you tried failed; it was shooting for v.90 or X2 speeds,
which you cannot obtain connecting to a PM with X2. Because the minimum
was too high, you did not connect at all.

Try
s13=64
to disable fast retrains--worked wonderfully for a friend of mine.
