Since my name was invoked explicitly...

On a Lucent Win Modem, changing the COM port rate has no effect. Sending
and receiving go as fast as the application and modem can handle without
dropping data.

I don't fully understand what's being asked in the bracketed paragraph.
Modem-modem speeds are limited by the public switched telephone network that
was designed for 3 kHz voice communication.
