(PMOD) HSP Micromodem difficulty

i know i'm probably beating a dead horse and it's been covered already but i
still have problems with users with these garbage modems. any init strings,
words of advise (besides telling customers you get what you pay for) or
resources would be appreciated. the particulars are below:

pm3 with comOS - 3.8.2c2
(also trouble but better with pm3 running 3.7.2c3 and 3 commas)
hsp micromodem - PC-Tel 7.61014ms
