When I do it I can see in radiusd debug output that it receives a request
for user "TEST". But the server (it looks like) silently discards it. And
radcheck times out with the message "No reply from RADIUS server ... ",
though I'm sure the server is working fine.
Also, it's not clear for me what particular files from raddb dir the utility
needs.
