To watch RADIUS accounting packets do the following:

add filter cradius
set filter cradius 1 permit udp src eq 1646

set console
ptrace cradius

#to turn off
ptrace
reset console

This will show radius accounting packets arriving or passing thru the
portmaster. Ptrace never show orginating packets.
