Preventing Regular Modem users from using ISDN Ports?

2E20 with ISDN Card. I do not want to let them use ISDN for the price that
they are paying for 28.8 access. Also is there a way to only allow users to
dial in a certain number of port ie. s10-15(a seperate modem pool) and not
to others? Thanks to anyones thoughts on the small items....
