Password Problem

Strange thing has been happening to me for the last few weeks. I run
esva radius wiht linux 2.0. I have the users file looking at linux to
get the password for authentication. Problem is whenever I install a new
user or change his pasword I have to restart radius in order for the new
password to work. Same thing if a user telnets in and changes his
password. After hwe changes it his telnet will allow him to use the new
password but when he disconnect and he tries to get the new password to
work loggin in through radius the new password doent work but the old
one does until I restart the radius server, like if it cached the old
passwor, Any ideas why?
