Livingston's RADIUS 2.0 will not have limiting of simultaneous logins via
the same account.

Leo Savage's ESVA patches do take care of that, and I have applied them to
RADIUS 2.0 (1.18b5, actually: I'm a beta tester) and have been using them
without any problems since March or April. Due to the changes in
licensing, though, I'm not sure how I will be able to distribute them. I
should be able to distribute the patches, but not the patched source (if
you are a Livingston customer you can get the source yourself, but I don't
think they want people giving it away to non-Livingston customers
anymore).

Anyway, my understanding is that RADIUS 2.0 should be out very soon now.
The last bug that I heard about was one I submitted a month ago and I
think they are just doing final reviews on the documentation (what a
concept!) before releasing it. But then, I don't work for Livingston, so
who am I to say...
