It is illegal to use someone elses code to build your own in any case.

This is part of it. We got sick of certain competitors who would sell their
hardware and then tell their customers to grab our RADIUS to make it work
right. They were using our code to enable their HW sales instead of doing
the work themselves. And with the featues in RADIUS 2.0 that not many (or
no one else in some cases) have, it is useful to help sell our HW.

We give away software, support, etc to you because you buy our hardware.
It isn't fair to us, or to you, when other people leech off of us when they
haven't made the investment.
