NAS-Port-Type = ISDN confusion

I seem to have misunderstood the way check items work. I'm using radiusd
1.16 and have multiple analog terminal servers as well as a pm2ei. I'd
like to be able to restrict ISDN to those who are signed up to use
it...and would like to be able to assign things like static addresses and
framed routes differently depending on whether a user logs in via analog
modem or ISDN. e.g. I thought I could put in an entry like:

flaboy Password = "UNIX", NAS-Port-Type = ISDN
User-Service-Type = Framed-User,
Framed-Protocol = PPP,
Framed-Address = 205.229.48.120,
Login-Host = 205.229.48.17,
Framed-Route = "205.229.53.32 0.0.0.0 1",
Port-Limit = 2,
Idle-Timeout = 0

as well as

DEFAULT Password = "UNIX"
User-Service-Type = Framed-User,
Framed-Protocol = PPP,
Login-Host = 205.229.48.17

and have flaboy get a static IP and routing when he logs in via ISDN, or a
regular dynamic IP when he logs in via analog. Instead, if he dials in
via analog, the first entry fails due to NAS-Port-Type mismatch, and he is
denied access to the modem term servers.

Is there a solution to this other than issuing different ISDN and analog
user id's to users who need access to both? Right now, our ISDN server is
open to any user with an account...and I suppose we'd just send them a
bill if our accounting showed an analog user using ISDN.
