Grab the RadiusNT archive. In it is a program called "Radlogin". It
will emulate Authentication and accounting requests. You can then
do test user logins, accounting start requests , and accounting stop
requests. This can be done from any Win95/NT machine and is
pretty handy for check up on your RADIUS servers. One of the nice
things is the ability to have it repeatedly do attemps for x number
of times, giving you statistics on each attempt and overall averages.

On a single request it will also dump the response packet back at
you so you can debug user configurations and see what the Portmaster
itself is receiving from your RADIUS server. Invaluable on those
complicated user entries. :)
