I'd guess the router itself isn't on the primary network. Are you
subnetting? If so, what are the address of your router, portmaster, and
authentication server?

Say for example you are using a subnet of 255.255.255.224...

This gives you 6 different networks off the class c network block. Its
possible to have the router, ie gateway, on a diffeent network while
having the the portmaster and/or server on another, even tho they are
all on the same ethernet. Since the portmaster itself is a router in its
own right I would even theorize that it could be on a different subnet
than the server. This would acount for why everything works when
therouter is up but falls apart when the router is down. YMV
