Limiting Connection Types

I'm currently using Livingston RADIUS 2.0 for (running on IRIX), and
attempting to limit which customers are (are not) allowed to use ISDN.
The only strange thing that if the Password is valid, but the
NAS-Port-Type attribute fails, it will attempt to authenticate using the
DEFAULT entry (where I don't currently have a limiting attribute). Why
is this? I would expect RADIUS to send a failed authentication if any of
the Check-Item attributes fail.

Here is an example of one of the users in our users file:
