We use the following in our users file and never have had a problem.

username Password = "UNIX"
User-Service-Type = Framed-User,
Framed-Protocol = PPP,
Framed-Address = XXX.XXX.XXX.XXX,
Framed-Netmask = 255.255.255.255,
Framed-Routing = None,
Framed-Compression = Van-Jacobsen-TCP-IP,
Framed-Filter-Id = "ip.in",
Framed-MTU = 1500

Where XXX.XXX.XXX.XXX is the dedicated IP address you wish to assign.
