Radius 2.0 users file

We are a small ISP in the rural center of Michigan.
I have been playing around with Radius 2.0 on Linux 2.0.29 and basically it
works.
I have one observation though...
I have my users file authenticating DEFAULT as follows...

DEFAULT Password="UNIX"
Service-Type = Framed-User

This works fine...but if I change to this...

DEFAULT Auth-Type = System
Service-Type = Framed-User

I get no authentication.
Under the Radius 2.0 Documentation, I understand that Auth-Type=System and
Password="UNIX" are the same.
Am I mistaken?
