I used to get the same problem with US Robotic Total Conntrol Netserver. I used
the user file that comes with the software (Modified for only one DEFAULT) it
worked.

I'm trying to install a Shiva LanRover Access Switch into my network. We are
using RADIUS 2.01. When I dial-in the Shiva passes RADIUS, starts PPP, then
ends the session. Does the user file or dictionary file require any type of
entry for the Shiva?
