I had similar problems with Shiva ( Why not use a Livingston?) and was
able to fixit it with the following lines added tothe disctionary...

ATTRIBUTE Shiva-User-Attributes 51 string

and add the following line to your users file.

Shiva-User-Attributes = "/sh/di/do"

The last line allows SHell access, DialIn access and DialOut access
