(RADIUS) RadiusNT problems

I have 2 puters with windows NT, SP3 and the latest version of RadiusNT
installed. The one that works is the secondary which is installed on a
puter that is an idle web server with no usage.

The primary Radius server is driving me nuts. It won't let the Radius NT
service start. When you do go into the control panel services to start it,
it says it has unexpectedly quit. So i completely reformatted and
reinstalled WindowsNT and SP3 and RadiusNT. Same problem......If i put it
into the services file, it will work but the problem is, it loads the first
user file....if you make any changes to it and reload the user file, the
changes don't take affect. It is like it is using a cached copy. If i put
a new user at the end of the file and start up radius with radius -x15 it
shows that last user loading in so it is reading it.....but the user can't
dial in. If i take the same file and copy it to the backup radius server,
it loads the file in fine and all is well.

Any ideas?
