UP-UX and PM2e 3.1.3 SLIP problem

I am trying to get a HP workstation running HP-UX 9.0
connecting to a PM2e running 3.1.3. After getting logged
in, SLIP starts up. I can ping the Portmaster and other
machines on our LAN from the HP. We can ping, and run
traceroute to the HP box from machines on our LAN.

>From the HP box, I can query name servers!

I can not use telnet, rlogin, ftp. Telnet
says:
Trying 199.35.253.5...
Connected to 199.35.253.5.
Escape character is '^]'.

and that is all.

If we telnet to the HP from various machine on the LAN we
get exactly the same results.

So it looks like ICMP and UDP/IP packets go through, but,
most TCP packets do not.

Any ideas???
