OK, important point:

There is a limit on the number of telnets *to* a PM (the PM is the final
destination) - 3 is the max.

There are no limits on telnets *through* a PM (a device on a port, or
technically the port, if you split hairs, is the final destination).

They are treated differently by the PM.
