S10-19 not working on PM2ER-20

One of my customers has a PM2ER-20. All the ports
have identical settings and all the modems are the
same (PPI PC288). All the modems on ports S0-S9
work fine, but none of them works on S10-S19.
When I do attach S10, it says it connects,
but whatever I type afterwards has no effect
(and is not echoed). The modems have auto answer
on. When I dial to any of them, it'll pick up
and negotiate the connection, and then hang.

I just upgraded to the newly released ComOS,
which doesn't make any difference in this regard.

I'm wondering if there's any solution to this
or this PM2ER is simply defective?
