PM2eR not giving up Dynamic IPs after hangup.

Hi, we have a PM2eR with 20 ports on it, and have it set to give out
Dynamic IPs starting at 206.65.209.30, however, as I have been testing
(we just got our T1 in last week) when I login with a test user, say that
we start out with it giving domain.30 if I hang up, the next time I
login, it gives me domain.31 now why isn't it reseting to domain.30?

Another problem that we are having is if someone drops carrier, or just
logs out normally, from a IP session, the next user to call in and get
that port gets a whole bunch of modem gibberish. The following user after
that gets a clean connection. THe second user can call back from up to 1
second after the previous user, till whenever as far as I can tell.

I hope I explained this clearly enough. Writing is not one of my strong
points. (Thats why I work with computers =)
