Sounds defective to me.
I bought a PM-2E, and I tested all the ports with a serial terminal
directly to each port on the PM one at a time. They all allowed logins,
and had no problems except for S27. _Exact_ same problem with that one
port as you're describing for the 10 on your board 2...
Livingston RMA'd board 3 for me (quickly, I might add -- thanks
Livingston), and we've had no problems since.
