One other test you might try is to plug a terminal (or PC with terminal
emulator) into the serial ports on the PM. Make sure the terminal works
and is configured and set to the same baudrate as the port in the PM. If
you don't get a login prompt after hitting enter a couple times, the
problem is almost certainly in the PM.
