dynamically assigned IP numbers

Hey there,

I've set up a PM2E to do dynamic IP assignment. Shouldn't the assignment
draw from a pool of IP's that are free? Whats happenning now is its slowly
counting upwards. Someone called in last night and the last octet was .31.
Calling back the next day, the octet was .32. Shouldn't it have assigned .31
since it wasn't being used at the time? Or am I confused as to how it works?
