Users unable to read mail...

I am having a truly bizzarre problem.
I have setup dynamic addressing on my two PM2er-30s.
Everything appears to work fine, except that occasionally some users complain that they cannot receive mail.
One user was alos unable to telnet to their shell and onther couldn't ftp to their own directory.
Now, the only clue that I have been able to discover is that it's linked to either to port or the IP that is assigned when they connect.

I have a filter on the W1 port that blocks all incomming traffic except what I allow in.
One of the things allowed; any traffic through to the PPP addresses assigned to S0-S29.
I did this with the following two filters and setting the assigned address to be in a /27 (30 host subnet):

set filter wan.in 38 permit 0.0.0.0/0 208.131.128.160/27
set filter wan.in 39 permit 0.0.0.0/0 208.131.128.192/27

The first address for one is .161 and .193 for the other.

But! there are no filters set on any of the S0-S29 ports or the ether0 port.
The only filter is on W1 incomming.

Has anyone ever dealt with this kind of problem? What did you do?
