RADIUS message "*** Host Busy ***"

Can someone tell me why RADIUS returns this when I have over 40 ports
active, and the system is getting busier? I'm using BSDI 2.1, ComOS
3.3.1c1, RADIUS 1.16 ESVA-mod with the latest dictionary changes for ComOS
3.3.1c1. I have 60 ports total, and I frequently get this when I fill
up 43-53 lines.
