Using PMconsole, I set the port to
Transport PPP
Network Hardwired
Destination 0.0.0.0
Port-Address unnumbered
Modem Control OFF

Applied, Saved, and Reset the port

and it worked.

FYI:

Before that, I tried using the ASCII interface and I couldn't turn the modem
control off. It gave the following error message:

pm1> set w1 modem off
CD required for port W1 changed from on to off
pm1>
