They are using Win95 and it is trying to negotiate IPX or NetBUI or one
of the other extensions MS uses, and the PM isn't letting them. Check the
dialer configuration. Win95 also seems to have a few bugs in the dialer.
For some reason it will do this from time to time and rebooting the PC
fixes it.
