database/hash lookup for /etc/passwd?

I'm looking for pointers to how to setup either, a) getting merit
radius to hash the /etc/passwd entries when it starts up (or possibly
just storing them in memory when it initializes) or b) setting up a
hash/dbase replacement for /etc/passwd. I'm using the redhat 3.1
distrib of Linux, w/ kernel 2.0.18, and current libs. any thoughts?
