The answer is no. BOTH PRIs must be 23B+D. This is rather unlikely to
change.
It was also mentioned that it is part of the standard. It is more accurate
to say it is an optional provision that is not required to meet the standard.
There are many such options, I haven't seen a box that actually does
everything you possibly can do.
