2E Login fails on first try [corrected post]

Here's a correction to my previous post, as I hurriedly get familiar with the
2E:

I know some folks might recognize this problem--

Our users are dialing via FreePPP into a 2E that has USR Couriers (v.Everything)
on all ports, with the basic at&f1 init string on each modem. The modems answer
on 1 ring and connect just fine, but the PPP negotiation never happens-- the
first time, that is (client never sees "login:") Redialing does the trick,
however. Power cycling & inserting an opening return in the connect script has
no effect.

Am I missing something obvious?
