With 2 PRI it is possible to have exactly 46 modems, no spares. With
1 PRI you have 1 extra modem.

It would cost more to have *another* production line, inventory, etc just
to make a 3rd modem card that had 7 modems to get an even 23. And when
we introduce channelized dialin you'll need 24 per T1.
